Web Regulations

"Every country has their own internet regulation", said Mr. Brant Mori from Digital River.

I am very curious to find out about what the internet regulation is. So I browsed through the internet using "internet regulation" as a keyword. Surprisingly, I found an article about NETO (European Telecommunications Network Operator Association) which proposed the web regulations that could threaten free internet. They proposed the formal interconnection agreements, that the senders require to pay the receiver for the traffic sent.

How about the users in developing countries? Is there any company especially large companies that would pay for them to receive access? I have no idea right now but I think this regulation might be misfortune for developing countries. The internet connection would be limited depends on how much company want to pay for them.
